Joe Higgins, Principal, JTH Consulting, LLC  has worked in accounting, auditing and consulting in the government contracting industry since 1978.  Joe has broad financial management experience in government contracting and has expertise in all required government contracting management systems, including Cost Accounting, Cost Estimating, Purchasing, Government Property and Earned Value Management Systems.  He has extensive knowledge in the areas of contract claims, particularly claims in connection with terminations for the convenience of the government.

Joe brings a diversity of experience to his consulting tasks, having worked 15 years as a Vice President Finance/Chief Financial Officer and slightly more time performing auditing and consulting work within the federal government as well as the private sector.Joe has a current operating-level perspective on the challenges that face today’s government contractor. Not only does he have the technical competence to deal with the regulatory and compliance aspects of an issue, he also has the practical insight to appreciate the business and organizational implications that may be involved. Having worked at various levels in the Defense Contract Audit Agency, Joe has the background necessary to bring clarity to potentially volatile audit situations. And his experience as a consultant and auditor with major international accounting and consulting firms gives him additional qualification and perspective.

 A sampling of Joe's accomplishments demonstrates the level and diversity of his experience:

· Built financial management systems including accounting, reporting, government compliance, cost estimating, and earned value management systems at a spin-off of a major Fortune 100 company.

· Served as Corporate Compliance Director at Aerospace and Defense Sector of a major Fortune 100 Company.

· 
Performed a comprehensive risk assessment of government contracting activities of a large multi-segment contractor; developed comprehensive government contracting compliance policies and assisted contractor in implementation activities.

· Co
ordinated government activities in connection with the termination of a $2.0 billion project; this involved coordination of audits and settlements of over 140 prime and subcontractor termination settlement proposals; conducted training in termination for convenience protocols for government contracting personnel, auditors and contractor representatives.

· P
erformed a comprehensive review of a major contractor’s cost estimating practices to determine its vulnerability to government assertions of defective pricing; made recommendations that when subsequently adopted greatly decreased contractor’s exposure under government post-award reviews.

· Led a major contractor through a successful settlement in connection with the termination for convenience of a major weapon system program. 

· Accomplished a leveraged buyout of founder shares for a company sponsored ESOP which provided founders with a significant cash payout and established the ESOP in a majority ownership position.

· Conducted in house training programs at major government contractors, including General Dynamics, Lockheed Martin, Alliant Tech Systems, Becthel Corporation, Goodrich Aerospace, Lawrence Livermore, Lawrence Berkley, and Los Alamos National Labs, as well as for Government agencies including the US Army, Navy, Air Force and the Transportation Security Administration.
